Gregory F. Litra, Director

Gregory Litra is a director with ScottMadden, with principal expertise in financial, economic, and regulatory analysis, strategic planning, corporate governance, risk management, and transaction support.  He specializes in the energy and energy utilities business sectors.  He also leads our Research Department and spearheads publication of our semi-annual Energy Industry Update.  Prior to joining the firm in 1995, Mr. Litra was a corporate lawyer and business litigator on Wall Street and in Atlanta.  As a lawyer, Mr. Litra worked with utilities, investment banks, and other companies in equity and debt offerings, project financing, corporate litigation, and transaction due diligence.  He also clerked for the Federal Court of Appeals for the Fourth Circuit.   Mr. Litra earned a J.D. from the University of South Carolina School of Law, where he was editor-in-chief of the South Carolina Law Review.  He also earned an M.S.I.A. from Carnegie Mellon University, where his academic concentrations were in the areas of finance, accounting and entrepreneurship.  Mr. Litra holds a B.A. in philosophy and economics from Wofford College, magna cum laude.

  • Researched and developed a filed response to joint federal agency task force report on wholesale and retail competition in the electric industry
  • Led effort to assess and remediate information technology controls for a large generation and transmission cooperative seeking to become Sarbanes-Oxley compliant
  • Helped develop an issues and value-driven strategic plan for a leading energy research organization
  • Led comprehensive Sarbanes-Oxley compliance efforts for an industry-leading, for-profit educational institution as it prepared for IPO
  • Served as project manager for a comprehensive organizational improvement and reorganization effort for a large West Coast municipal utility
  • Assisted a large nuclear generating company in implementing a replicable target-setting and business-planning process and in identifying and developing cost improvement opportunities
  • Supported a large generation entity in strategic planning, which included evaluating competitive industry and regulatory developments and business models, benchmarking generation performance, and assessing implications of RTO formation
  • Supported and led numerous strategy, M&A, outsourcing assessment, and benchmarking projects
