Scott Manning, Partner

Scott Manning heads the human resource consulting practice for ScottMadden.  Mr. Manning has more than 16 years of consulting experience in energy, healthcare, high technology, manufacturing, telecommunications, and transportation in the United States and abroad, including Asia, Australia, Canada, Europe, South America and the United Kingdom  His areas of expertise include shared service design and implementation, employee service center design and implementation, outsourcing, operations improvement, organization design and staffing, human resource management, strategic and business planning, and change implementation and management.  Prior to joining ScottMadden, Mr. Manning led the consulting practice for ODR, Inc., a change implementation and turnaround consulting firm.  He has also worked as a consultant with William M. Mercer and Deloitte & Touche.  Mr. Manning received his B.A. from the University of Virginia in Charlottesville and an M.B.A. from the Goizueta Business School at Emory University in Atlanta.

  • Led the outsourcing of all human resource administrative functions, including assessment, RFP development, vendor evaluation, vendor selection, and contract negotiation for an office technology and services company
  • Designed the future state shared services organization and planned the implementation for the finance and accounting function of a leading global building materials manufacturing company
  • Led the outsourcing of a major energy company's HRIS system and the outsourcing of its payroll function, including design of functional and technical requirements, vendor identification, writing and issuing an RFI and RFP, evaluating and selecting vendor, negotiating contract and planning implementation
  • Developed a comprehensive human resources self-service strategy for a utility holding company and its business units
  • Identified vendors and planned and implemented the outsourcing arrangements for the non-proprietary information technology operations of a major air conditioner manufacturer
  • Designed and implemented a human resources shared services delivery service model for a global energy company, including conducting a detailed current state assessment, designing the future state, redesigning core processes, assessing and recommending sourcing options, developing a comprehensive business case, and planning the staging and implementation. Designed similar projects in healthcare, manufacturing, regulated energy, and technology
  • Led an HRIS vendor and system selection for a global energy company. Process included identifying key functional and technical requirements, establishing selection criteria, writing and issuing an RFI and RFQ, and developing a detailed business case for purchasing and implementing the system
  • Designed and implemented worldwide employee service centers for a technology company. Designed similar projects in consumer products, energy manufacturing, and telecommunications
  • Led a cost quantification and elimination process at a major merchant utility that resulted in the reduction of more than $225 million of recurring annual expense without affecting revenue
  • Developed a strategic plan and integrated business unit operating plans for a 600+-bed academic medical center, physician practice plan, and medical school
