Case Study: Transmission Operations Center (TOC) Cutover Strategy
ScottMadden worked with an independent energy transmission company to develop a strategy by which operational control of its energy transmission assets would be transferred to a new transmission operations center.
- The client was in the process of building a new transmission operations center through which it would operate all its energy transmission assets
- Another company was under contract to operate the assets, so its ability to control them could not be interrupted
- The proposed strategy needed to consider the installation and update of various systems as part of the operations center build (EMS, RTU upgrades in the field, a new telecom network)
- uWorked with subject matter experts to identify alternatives by which operational control of the assets could be transferred to the new transmission operations center
- Identified risks associated with each alternative and helped management choose an appropriate solution
- Led the implementation to ensure that systems and staff were prepared for the cutover of assets
- ICCP block five was selected as the best technology to manage assets during the cutover period
- The cutover strategy was implemented enabling the client to assume operational control of the assets on schedule
