Rate Case 201: Putting Theory into Practice (Mock Rate Case Proceeding)

Learn how to apply rate case principles and regulatory strategy to an actual "mock" case. Participants will be split into small teams—some will develop the company's rate case filing, others will act as intervenors or commission staff members and will develop alternative analyses and positions on various issues. A rate case "hearing" will then be conducted (with appointed "commissioners") to review the case.
This workshop covers all of the elements of a rate case-initial filing preparation, including rate base, revenue requirements, rate of return, and rate design. In addition, potential regulatory strategies will be explored, as well as the impact of other issues, such as affiliate interest transactions and cost allocation methods. The mock proceeding will be used to facilitate an open discussion amongst all participants regarding the different points of view, and advantages and disadvantages of the group's selected approach to the case.
Attendees of this workshop will gain an understanding of what it takes to prepare a rate case, including working with commissioners and staff, how to manage data requests, the development of direct and rebuttal testimony, etc. The workshop is very hands-on and interaction and discussion amongst the workshop attendees will be encouraged.
